Can Duties and Taxes be calculated on a discounted rate?

At this time, there is a Shopify limitation on being able to quote duties and taxes on a discounted item within cart. In Shopify's "order of operations," they calculate duties and taxes first before applying discount codes, so we're unable to go back after the discount code application and recalculate duties and taxes.
